PE Your Way - expression of interest

We're delighted to invite you to submit an expression of interest to roll out our ‘PE Your Way’ resource

PE Your Way will be a Netflix-style digital library with a wide variety of workout videos that will be mainly used by girls aged 13-16 who are disengaged from the traditional PE offer.

The resource will be used mainly within PE lessons, as well as being a useful teaching resource for practitioners delivering after-school activities.

We're looking to appoint a partner who will work with us to procure and manage a digital agency to create a high-quality resource. You will then use your experience of working in the education sector to ensure the uptake of the resource in secondary schools.

A budget of up to £1 million of National Lottery funding has been made available for this work.

Please note ‘PE Your Way’ is the project name as opposed to the final name of the resource. The resource has recently featured in the government’s cross-departmental School Sport and Activity Action Plan and is therefore a priority for the departments involved.

Insight informing the investment

Our Active Lives Children and Young People Attitudes Survey (March 2019) showed that enjoyment is the key driver to activity levels, with those (boys and girls) who strongly agree that they ‘enjoy sport’ doing 33% more minutes of activity than those who do not.

The survey also shows that physical literacy declines with age for both boys and girls. While children (Years 3-6) are more likely to report a positive attitude than young people (Years 7-11). Therefore older children, especially teenage girls, are less likely to enjoy PE.

Our other insight also backs this up and suggests many teenage girls have a negative experience of PE and this can affect their relationship with sport and physical activity as they transition into adulthood.

Focus groups conducted by Future Thinking, on our behalf, suggested that a resource that allows teenage girls to choose their own exercise programme may help these girls re-engage with PE. With this resource we aim to improve teenage girls’ experience of PE in the years where the insight tells us girls are least likely to be active.

Published qualitative research from sources such as Women in Sport further shows that engagement in PE lessons can be influenced by how involved girls feel in the PE decision-making process and the curriculum.

Similarly, when teenagers feel a greater level of autonomy, their teachers perceive them as having increased motivation, effort and persistence levels in PE settings.

Therefore, it is key for teenagers to have access to programmes they feel they have had some input in creating – rather than feeling that activities have been imposed on them by an adult.

Our recent focus groups with teens and secondary school PE teachers build further on these insights. Teen girls who are less active told us that they feel PE is currently too often competitive and repetitive, and they would prefer to take part in less competitive activities which focus more on enjoyment and self-improvement.

Focus groups have shown us that to reduce the fear of judgement, activities for these less active students should be straightforward, easy to pick up, and girls-only. Activities should also fit easily into their day in small chunks of time.

Teachers agreed that keeping activities simple and fun, and girls-only, would help to engage their least active students. They also suggested separating less active girls from the more active girls and ensuring teacher encouragement and achievable goal setting.

These focus groups tested the digital library concept with both less active teenage girls and PE teachers and received a positive response. Girls especially loved that they would be able to influence their own programme and there would be work outs available for all different preferences, fitness levels, shapes and sizes.

PE teachers liked the idea and felt that it was a tool they could use within their lessons – as well as potentially to assign homework. However they raised questions around how this should be rolled out in terms of space, how technology would be used and teaching unfamiliar activities, etc.

Therefore, it’s clear that the organisation we award will need to conduct research into the best method and accompanying resources needed to implement this tool in schools effectively.

Budget and management considerations

We have approved a budget of up to £1 million for the total cost of this project.

We will make an award of up to £1 million (including VAT) with the expectation of the following areas of expenditure:

  1. £665,000 is to be used to procure and manage a digital partner to create and manage the resource, as well as a production company to create the content to go on it. This figure is based on our market research and expectations on the quality of the product needed. We will provide support and expertise in helping to identify an agency to design and build the resource to appeal to the target audience of less active teenage girls, as well as the production company to manage the content. Sport England can also provide resource and expertise in terms of managing this element of the project – so expertise in this area is not essential.
  2. £45,000 is expected to be used to buy equipment to help schools fully utilise the resource e.g. dumbbells, steps etc.
  3. £100,000 is to be used to procure an external evaluator to help demonstrate that the outcomes and outputs agreed at the application stage have been fulfilled and that the pilot is adequately assessed to inform future full-scale roll out.
  4. The remainder of the budget (£190,000) is available for the organisation that is chosen to fulfil this brief to ensure that the resource is used by as many schools and pupils as possible and that their experience with the resource improves their attitudes towards PE, sport and physical activity.

We expect that the fourth area of the above budget may include some or all of the following areas:

  • Consultation - you will need to undertake further consultation and research to supplement our insight to maximise the chances of the resource being adopted by schools and to help inform the development of the digital library
  • Development and implementation of your plan to roll out the resource to education partners such as secondary schools
  • Production of any additional resources you decide are needed to help teachers and students use the resource
  • Management of the IP address and GDPR complexities around the resource
  • Management of the digital partner and production company alongside us in a consortium arrangement
  • Staff costs to ensure the successful delivery of the above

We expect the selected partner to have read and understood the insight on which this piece of work has been conceived.

This can be found alongside the EOI form. The selected organisation will be required to meet, as a minimum, the requirements of tier 2 of Sport England’s Code for Sports Governance.

Process and timelines

This expression of interest form is the first step in the process for determining which partner’s rollout plan will be solicited.

The timelines for awarding a provider are as follows:

  • August 2 - EOI issued and window for queries opens via the                        email address
  • September 5 - Window for queries closes
  • September 6 - FAQs shared with all interested providers
  • 5pm, September 12 - Deadline for EOIs
  • Week Commencing September 23 - Interviews
  • Week Commencing September 30 - Organisations informed of outcome
  • October 28 - Deadline for solicited organisation invited to submit full application
  • November 28 - Award made

The key delivery milestones are as follows:

  • December 2019 - Insight and research in schools to scope out best options for implementation, in addition to focus groups with teens to decide on structure and content to develop for digital library
  • By end of March 2020 - Development of digital library and accompanying content
  • April 2020 - Pilots rolled out in schools to test different implementation methods
  • August 2020 - Implementation plan and accompanying resources for PE teachers to be finalised
  • September 2020 - Wide-scale rollout

Measurement and evaluation will occur throughout the pilot, and continue with the national rollout for the duration of the 2019-2020 academic year.

Completing the expression of interest form

We will score your EOI and solicit a provider based on your answers in the following three sections:

  1. Your Experience - why your experience makes you ideally placed to plan and deliver the resource into schools and ensure its uptake among teachers and pupils. We are looking for a partner that that has successfully rolled out other resources, especially digital resources, in the education sector at a significant scale and with good uptake in terms of frequency of use. The successful organisation will also have conducted research to fill in gaps in insight. (Weighting: 40%)
  2. Your Plan - how you will engage schools to land the resource at significant scale and ensure its uptake from schools, PE teachers and pupils; how well you understand the teaching landscape including the parameters of the PE curriculum, technology and facilities available and the target audience, and mitigate any risks based on this; how you will assess and evaluate the pilot to ensure a successful rollout. (Weighting: 40%)
  3. Value for Money - we do not expect you to have a fully worked up budget for the whole project at this stage. We are asking for an estimate of how much of the funding will be allocated to staff costs, training, evaluation, marketing, etc. from the available £190,000 and over what time period. The most economically advantageous option will score most highly with consideration being given to how quickly the resource will be ready to launch in schools. (Weighting: 20%)
